The storm over the previous weekend demonstrated just how quickly a power cut can bring communications, refuelling and water supplies to a standstill. The Latvian Television programme “De Facto” reported on August 30 that nearly 90 per cent of petrol stations do not have a built-in generator and that the state has no regulation over this.
