KUALA LUMPUR: Pakatan Harapan (PH) has fulfilled more than 50 per cent of its election manifesto commitments since coming to power, but the coalition's struggle to communicate those achievements to voters remains its most pressing challenge, PKR vice-president Datuk Seri Dr Zaliha Mustafa said.
